The perfect publicationThe start of the 2020 Unified Carrier Registration Plan (UCR) period has been delayed until the FMCSA publishes its final rulemaking for the 2020 fee structure in the Federal Register. Once the rulemaking is published, the registration period will be open. In the past, the UCR Board of Directors recommended that states delay enforcement for three months after the rulemaking was published in the Federal Register.
